very young. bought my daughter her first one at 4 last christmas but she is just now using it. I had a 20 guage at about 8 and a 12 at about 10 yrs old. Bought my boys their first AR's at 4 months old 
They can use them but won't get them until they have kids prob.

Got my girls BB guns at age seven. Shotguns at 8 and .243's at 10. Only the oldest hunts (daddy's girl), but they can both shoot, handle and clean guns safely. All 3 women in my house can outshoot me with pistols. I win with rifles and shotguns, but not by much.
