Here's the rule ... It's pretty clear .....

Thanks for the posting the rule. Just what I thought it is perfectly legal to hit a QB across the chest. Terrible call.

I don't see the part where this rule should not be enforced, and it is ok to try to break a QB's neck if he is a short QB (like 6'0" short.)
