You are supposed to notify an officer if there is a weapon in your car. Handing him the CCW tells the officer, "I have a gun, and I am a responsible gun owner".

That might not be true for every state.

Actually no, it depends on the state. Some states are must inform some are not. In reality there are very few must inform states.
