What do I need to do to my satsuma tree

This tree is two years old, and I've neglected it more than I should have. I'm sure something needs to be done to it, but I don't know what. Leaf miners have also taken a toll on it. Initially, I was letting the sucker branch (below graft line) grow until I realized what it was. That cost me a couple of months of growth. It didn't produce any fruit this year. Would a good trimming get it in better shape?
First picture: This is the end of one branch. It has four different smaller shoots come off it. This just looks abnormal to me. Problem?
