Make shoulder charge tackles illegal, and mandate that a player at least attempt to wrap.

If people want to play shitty defense, let em. I don't want to have yet another reason to throw a flag (slowing down the game) or take more money out of players pockets. It's already hard enough to play defense these days.

Yep, if you tackle like you're supposed to and wrap up, you not only lower the risk of getting flagged for a helmet-to-helmet hit, but you also increase the likelihood that you'll bring the guy down.

The rule change really tries to eliminate people launching themselves at others which is reckless and stupid to begin with (one reason I don't like Troy Polamalu, he launches himself constantly and gets praised for it).
