That's what I thought too, but someone told me that there is some sort of agreement between the states that allows you to pass through, but how do they know for sure you caught the fish in LA and not MS?

The two states have different size requirements and different limits, you either fish LA or MS. TONS of people leave BSL and go straight south into LA to fish, and they keep LA limits.
You absolutely don't have to have the MS license to pull up to a MS marina and take your boat out while holding a LA limit.
If you are fishing the marsh just east of the photo I posted I think you damn sure have your story straight on where you fished. Obviously hitting the reef in front of BSL while holding an LA limit will get your arse in serious trouble, whether you boat a fish or not.
