in no particular order, i think these guys are agreed upon:

Paul
Parker
Rondo
Westbrook
Rose (healthy)

as that top tier

then you have guys like Wall, Irving, Williams, maybe Curry as the next group. After that, there's a TON of dudes who could round out the top 10. Conley, Lillard, Lawson, maybe Lowry, maybe Walker, maybe Holiday. So it's not insane. But I don't think I'd put him top 10 yet. Maybe top 12.
