The nuclear plant disaster/the coverups being revealed from it are surely going to stop Tokyo getting it, the Japanese can make promises, but the fact that leaks are being covered with tape should show that its a long way from being handled properly.

It has to be Madrid vs Istanbul...so do you go shite economy or the potential instability of Turkey?

I think Turkey will get it, the improvements they would have to make to infrastructure - assuming they are actually made - could really help the country as a whole aswell.

Istanbul is a cool city and would be a reason to return, So I'm partial.

Spain had it in 1992 so give someone else a try.

This. There has been much talk in Olympic circles regarding concern over the power plant issue in Japan. Yes, 2020 is still 7 years away, but the issue could still be a factor then. Madrid seems the front-runner to me.
