He still broke a rule, or the "spirit" of it or whatever.
Everyone keeps over looking the fact that the NCAA didnt give the punishment according to their twitter, A&M did. And the NCAA even encouraged them to allow him to play the second half

you also have A&M wanting to be able to claim "we punished him for what we could prove based on what the investigation yielded - heck we even went above and beyond" if/when things hit the fan at a later date.
