I don't necessarily agree with the list (it was posted yesterday or two days ago on the MSB), but it makes sense with the metrics they use.

For instance, Green Bay fans are extremely loyal, but how hard is it to be loyal to a successful team in a city with 100,000 people? What else are you going to do on a cold Sunday in a small town in Wisconsin for these eight weeks in the Fall/Winter? It's much more difficult to be loyal to an average team in a metro area with 5,000,000 people, because there's exponentially more attractive alternatives to spend your time on.

New Orleans (4th) and Green Bay (14th) is an interesting comparison. Both are relatively small markets, both have very loyal fanbases, and both have had similar on-field success over the last five years. I think we can all agree on those factors. However, Green Bay's median income is roughly $6,000 higher than New Orleans', so you can assume it's financially tougher for Saints fans to purchase season tickets than Packers fans. New Orleans has another professional sports team, more attractions, better food, better weather, etc., so there's also more ways for people here to spend money, while Green Bay offers limited attractions from Sept-Jan.

It's definitely a unique/interesting way of measuring "loyalty," but I can see how they arrive at their rankings.
