Problems with Marine VHF radio

Having problems with my VHF radio on my boat where the boat next to me hears static when I try and transmit and I hear nothing when they try and transmit to me. I can get weather channels fine which has me confused in not knowing whether its my antenna or radio giving me trouble. Anybody know of a way to test one or the other? Or should I just try and start with replacing antenna?

No radio suggestion, but I'll bump your thread and ask a question...
Is there a VHF channel to monitor just to listen in? Like a channel 19 on the CB?
