This is the result of renegotiating several times and rolling the money forward. Loomis is a master of juggling the numbers to stay in cap compliance. It's just a fact of NFL life that with continued success you are likely to live close to the cap limits. Moves to accommodate that I can hack. The point where criticism could be had to me is a few of the second contract money amounts. Smith, Harper, and Charles Grant were all given second contracts that I thought were more costly than what their performance and ability warranted. Those big deals were like if the Saints would have gave Bushrod $36mil for 5yrs (the Chicago contract). He was a decent tackle but definitely not worth that much. Most here felt better about him walking at that price. If the same sort of fiscal management when the Smith, Harper, & Grant deals came around was applied things would be better now. There was a lot more free or looser cap money available then. Maybe the tight cap has Loomis refining his cap skills even better.

Those deals(at least the Grant and Smith ones) were also done before the new CBA(and Smith's has been reworked a few times). In the old CBA the cap kept jumping up and the owners wanted to fix that with a more flat cap.
The Harper deal I believe was more Payton and GW wanting to keep what they saw at the time as a key pro bowl defensive piece. But he has been reworked and is basically on a one year deal.
Loomis is going to fix this no problem. Just Smith alone will save us a bunch.
