RPG's feature limited gameworlds and quests for a reason. Hand-crafted worlds and quests will beat randomly generated ones, every time. This sounds like an entire game based off of Skyrim's radiant quests.

I think the marriage of both the random and the "hand-crafted" are what make this interesting. It's not just random quests. There will be designed quests (maybe even from the community once the game is far enough along) and also randomly generated content.

Imagine, on your way to a designed quest you stumble across a randomly generated cave that you decide to explore. Out of the exploration you fight several monsters, maybe a boss, and find an awesome weapon to aid you on the quest you were heading toward.

That's an experience that was unique to you and helped augment the hand-crafted content.

This kind of thing can happen in Skyrim but you'll know while playing that countless other players probably had the same exact thing happen. The Skyrim cave you would be exploring has been explored by countless others just like you. There's something intangible about discovering a place no one else has.

Maybe I'm drinking the kool-aid, but I think this has a lot of potential to take off and be special.
