Wouldn't this be akin to scrubbing your cast iron skillet with steel wool, soap n water? You would need to re-season. So in the case of the barrel, pour whiskey in and let it soak into the wood.

Well at this point I am looking to get rid of anything left in the barrel. The whiskey flavor is long gone and I assume it has been replaced with bacteria that I do not want. So anything that will strip the barrel of stuff living in the wood is on the table.
