I always figured it was to keep the pitcher from throwing absolutely junk pitches with no one on base. If there is no penalty for it passing the catcher he could throw it in the dirt four feet off the plate without fear of any downside.

I think the best best for PI in the NFL is to do like the old facemask calls: make the obvious, "I got beat, so I'm going to pull the WR down" PI a spot of the foul call, and make the incidental, but clearly PI call a 15 yarder. I know it is still a really objective call, but it seems like the most fair way to do it.

NBA: Implement the advantage call like they have in soccer.

Wow, this is the most reasonable explanation I've ever heard for that rule. Now I don't think it's that bad.
