If I remember correctly, it came from a time when baseball was more of a gentlemen's sport, so to speak. It wasn't considered good enough that the batter swung at a terrible pitch to gain the out. You had to earn it by making a good play, by catching it cleanly. If not, you had to either tag him or force out at first.

I always figured it was to keep the pitcher from throwing absolutely junk pitches with no one on base. If there is no penalty for it passing the catcher he could throw it in the dirt four feet off the plate without fear of any downside.
