He is correct on his strategy, but Harper was already playing fairly deep and this wasn't exactly a lazy fly ball, it was a shot.

My 4 year old son would also know not to throw a strike on an 0-2 count, especially at the end of a big game.

it was a 1-2 pitch and at Blanco's knees
as per the OP .. it looked to me like Harper was in pretty good position. that's a huge RF to cover. Soriano mad the Gregor fricking Blanco laced a triple off him to tie the game.
