I hate how these over-paid older people are preventing young people from doing the same job for half the price. Unions often prevent that.

thats a terrible business practice.
you offer the employee a pay cut - the employee begrudgingly accepts and immediately starts looking for a new job anyway. the company is better off just firing them to begin with.
besides how many peoples salaries do you have to cut before you make up for one complete firing? 3? 4?
