I think he meant the people calling OCMS pop country are stuck up fricks

There is nothing even remotely "poppy" about OCMS. That statement is laughable. They could go back in time and play a concert in the 1930's and fit right in.
Now regarding Rucker's version, I am not a fan. The first time I heard his version was a youtube vid of him playing it live with only 2 guitars and a fiddle, and it sounded pretty good. He's got a great voice and I don't think anyone can debate that. BUT, his version is over produced Nashville Pop style....the drum beat in particular annoys me.

OCMS isn't my favorite or anything, but to call them pop country is a horrible description of their music

Jeremy mccomb's version was the first I heard and probably my favorite.
When I heard that Hootie was covering it I said that it will reach #1 and be a big hit. Sadly, i was right. You can't go between the three BR country stations and not hear it.

I have much respect for hootie. That said, he fricked up wagon wheel. His version is awful.

You have no "song" without the OCMS version. Simple props for crafting the song from a long ago demo. As for Rucker's version it is a big seller, the kids love it, etc. just a matter of taste. No need to hate on it.
