Overall it sounds like something was screwed up during your divorce settlement, but you don't want to rectify it for fear of not seeing your kids anymore. Now you are stuck with the huge tax liability. The state therefore has certain drop-dead payment terms if you want to get your drivers license back to work. But you only have $200 per month disposable income.

You may be a perfect candidate for Dave Ramsey. Sell your car, buy a crappy used car, and use the difference to make the down payment to the state. Move in with your parents or into a cheap apartment and sell the stuff you don't need. It's time to start rebuilding your life, and there may not be an easy answer.

Best of luck to you. It sounds like you are in a tough spot and have a long road ahead. But if you cut your expenses, generate an income, and have a plan, there will be a light at the end of the tunnel.

Actually, you've pretty much had an objection to each of the valid suggestions here.

Move to the next closest state over. Form a business in Deleware or Nevada. Never go back to LA.
