So, the definition of A-List isn't about talent, it's about attention.

Haha, I love it.
I would define an A List actor as an actor that can largely dictate their own roles though they may be identified by "that one role" they played ("What's his name?" "Oh, you know, the guy that played Jack Sparrow" "Oh, I know who you're talking about.")
They have reached a point in their career where they can start to push for certain movies or roles. Their name alone is, if not a box-office draw, recognizable. They are at the point where the money they make in each movie is probably in excess of $10M.
With that said, I know my definition of an A-List Actor puts Chris Pine right on the threshold given his recent successes. He appears to be on the verge of being an A-lister.
I mostly disagreed with you saying Chris Pine wasn't an A-Lister if your definition of an A-Lister is this:

That's what I always took it as.
My favorite actors aren't comprised of all A-listers. Who decides on A-listers? I don't; the media does from what I've seen.

Guy Pearce and Jim Caviezel are good examples as well. They've gotten grief for never cashing in on big roles to rocket to the A-list, but they just do whatever movies they want to do. Being A-list isn't a big deal to them.

you can't rank waltz ahead of foxx
Dicaprio is an A list star. Foxx is debatably a B list star. Waltz is only recognized by Tarantino fans for the most part and could probably visit a national park without the general public taking notice.
If someone is an A list star then they will still be recognized by the non-movie going general public (like say your mother if she doesn't keep up with pop culture)

A-list actors are the ones that will cause people to check out a movie just b/c they are in it.
I think there are kind of two levels. There are A-list pop actors and those are the ones where a lot of people who will be curious about (and probably see) whatever movie has the absolute top names. It definitely doesn't mean they are the best actors. Then there are the A-list respected actors. Those are the ones where every role they are in is going to automatically be up in the short list for Oscar consideration. The very top people are both.
Leo
Will Smith
Brad Pitt
Robert Downey, Jr
Denzel
Angelina Jolie
Meryl Streep (highly respected variety)
Daniel Day Lewis (highly respected variety)
Tom Cruise (although he is definitely no longer in his prime)
