Not specks, but rainbows, browns, creek etc. The creeks around here get stocked 3-4 times a year, and they ain't dicking around when they stock these creeks. I saw some holes with dozens of trout stacked in them, but I couldn't get them to bite a damn thing. Any suggestions?

Little spinner baits, salmon eggs. Someone told me corn because that's what the fish are fed, but I haven't tried it.

Live worms work great, use the lightest gear you can. Very small perch hooks, cover the entire hook with the worm and feed the worm through the knot, use 8# mono or less (or a long leader), use the lightest sinker you can in order to get it to the bottom.

Corn kernels work (if allowed you can throw a few handfuls out as chum)

Berkley powereggs are also very good, I like the charteuse color.

We use chartreuse eggs and corn up in Searcy, AR on the Little Red.

Panther Martin spinners. Vary your colors and use light line.

if not fly fishing try these things. weightless and let them kind of drift into the hole or a split shot or two to get on the bottom.

red or natural have both worked for me

I gotta start thinking about a fall trip back to BR. But this time, we gotta get out and fish from those little motor-less boats you're so fond of.
