I don't think Gagliardi has ever intended to relocate the Stars.
They have no fan base in Dallas. I go to games and 30-40% of the fans are wearing the other teams' gear. You can't sustain a franchise with that lack of support.
Gagliardi knew he couldn't do what Phoenix did and spout off at the mouth, or else the NHL would put the squash on it.

I think the NBA did the right thing. Sacramento has been a good market for the team for most of the last 25 years. They had a group that wanted to keep the team in its location, and I feel that the default should always be to keep a team where it is.
Clearly Seattle got screwed with the move to OKC, but that doesn't mean the right move now is to screw Sacramento.

I became a Stars fan growing up in Dallas in the 90's. When the team was successful, the Stars had one of the longest sellout streaks and consistently ranked in the top 5 for revenue in the NHL.
Fast forward to the mid 2000's, Hicks is hemorrhaging money and begins to neglect the team. The huge amounts of support diminish and you get the situation we have now. Point being, with an active owner this is a very successful NHL franchise and not likely to be moved.
