Obamacare - individual mandate

The men's group at my church met tonight. My committee talked about helping people understand the ACA and this question came up:
We have 3 full-time janitors and one part-time. The part-time is scheduled for 20 hrs per week. That $145 per week, less FICA, total $134.
Does the individual mandate apply to him? An insurance rep said premiums are nearly $440 per month, which would take his paycheck.

I believe there is some income floor that is applied that would make the janitors exempt.

If the part-time janitor's only source of income is from your church, then he will qualify for Medicaid or for subsidies to assist him purchase health insurance.

The mandate applies, but two things (a) he likely qualifies for Medicaid or at the very least serious subsidies (b) if he didnt get insurance he would likely not have to pay the penalty due to economic hardship exemption.
As others mentioned, likely Medicaid.

I have 10 full time employees
In 2014, that number will move to 3
29 hours is all they get or they can quit
My guess is everyone will be doing the exact same thing so they will stay

If you only have 10 full time employees, you arent required to offer health insurance. You are considered a small employer. If you dont offer insurance, no penalty will be assessed against you.

He's not eligible for Medicaid in Mississippi. He makes too much money.
Our state is not expanding the definition, so under current law he must make less than $5000 per year. At 20 hours, he will make $7500 and thus be over the limit.
Wonder what subsidies they have under Romneycare.
ETA: Just looked at table: 1 person cannot make over $4846 per year ($403 month)

Under the ACA, there is a maximum out-of-pocket premium payment for subsidized plans in the exchange.
He would pay only 3%, maybe 4% of his income to get full-blown health insurance.

At 4%, that would be $25 per month for the individual policy.

It's probably going to be 3% for the part-time employee, and maybe 4% for the full-time employees, depending on what others in their household make.
They don't already spend money on healthcare services or prescription drugs from time to time?

I don't know his exact medical situation. He sets up all tables/chairs for daily luncheons, Wednesday night meals, etc and is in good health.
Another thought, he could pay the first year (2014) penalty of $95.
We are looking at supplementing his pay somehow - either 300 (if 4%) to buy the insurance - or 95 to pay the penalty).

It's $4.35 a week for health insurance. Take it out of his tithe.

Here's the catch: IF your AGI (Adjusted Gross Income) is less than your standard deduction for your filing status plus your personal exemptions (based on your 2012 filing status) you are exempt from having to pay ANY penalty tax and you receive free medical care without having to buy medical insurance from anyone. Otherwise, your penalty (tax) will be at least 1% of your AGI. And this penalty tax almost triples on January 1, 2015. The troubling fact is that a LOT, and maybe a majority of the people who voted for Obama have so little actual earned income that they are not even required to file a tax return
