Your price range is prime territory for some of the higher value italian and spanish reds.
Look into tempranillos and nebbiolos varietals. There are some bargains to be had with some of the sub varietals in there (for instance there's a 2010 Luigi Pira Dolcetto d'Alba that's rated as a 90 by Wine Advocate and is $14). Crianzas and Riojas are good bang for your buck too.

Montes Alpha makes some solid blended reds for like $8-$9

This is your best advice so far. Not sure I would call that higher value if you mean price wise.
Also mentioned, South American reds such as Malbec.
I would avoid American bottles, less value. IMHO
Cotes du Rhone's are another excellent style to seek out at that price point. Enjoy. Try all then drink what you like.
