I found its easier to make multiple copies of the layer you want to superimpose and then position where you want it to be frame by frame and then "merge down" the top layer to create one layer. Then add the finished layers to the animated timeline. Don't thank me, thank idlewatcher. He's the one who set me on the correct course.

Im not exactly sure what you are saying But what I did was moved the layer and saved each copy to a new file name, which allowed me to use only one copy of everything and continue working.
You're way is probably better though if I can understand.
