The rules state he should be DQ'd, but the PGA added a rule a few years ago that allows them to waive a DQ under special circumstances. As it seems that the rules were prescribing the equivalent of the death penalty for jaywalking, I have no problem with the committee waiving the DQ. Three years ago, he would've been DQ'd, but I have no problem with the waiver.
Two strokes seems like a fair penalty for violating a rule (which he was caught violating not from TV viewers, but from his own comments to the press). Tiger haters shouldn't complain about special treatment, but Tiger lovers should stop saying he "the rules prescribe a two shot penalty". They prescribed a DQ. A different rule provided for a waiver of the DQ, which seemed sensible.
Common sense won out. He broke the rules, and got an appropriate penalty for it. End of story.
