I think you can watch on one mobile device and on your laptop at the same time. I'm watching on my Xbox and I checked to see if I could also watch on my phone at the same time and it let me.
ETA: You have to have the Xbox Live gold subscription to watch on your Xbox. But to me $8 a month is worth not having to sit with my laptop all the time. Especially because I study a lot during games and I need my laptop for that.
