Healthcare Insurance Enrolee Information

My wife is still covered under her father's health insurance plan. Last month we paid for a scrip at full priced because the pharmacy couldn't get her insurance info to pull up correctly in the system.
I'm filing the reimbursement form and it needs the signature of the "enrolee". Is this my wife or father in law? Google gives me varying answers and I'm not waiting on hold with BCBS Federal.
