Nah, it's always been this way. People think a champ is OP because they don't know how to deal with them. An item that halves healing on a champ (aka applies Grevious Wounds) will make life hard for a champ like Zac, Mundo, or Volibear. People just aren't smart enough to pick up the right items. They read mobafire and copy the exact build without the opposing team in mind. Get the ADC to take executioner's calling in place of IE for crit, for example. Or in MF's case, she has a built-in Grevious Wounds with her Q, trist has a skill that applies Grevious Wounds, etc etc. Also, focusing Ignite on champs that are built around healing (i.e. zac, mundo, volibear) will kill their regeneration.
