I ain't getting a dime back from the Fed or State, but I ain't having to pay a dime either, but I have some saved up, I was just glad I didn't have to pay anything, now I can get my parts and not have to sweat it out. 
BTW: Is the B stock refurbished or what? That EVGA GTX 780 for 439 looks like a really good deal.

Yeah its a refurb, and a refurb could be just "changing the cooler because of a starch".
I wouldn't be scared of refurbs or used cards. They are have a factory warranty that will cover you.
EDT: You just missed the real deals though. They had 3 different types of 780s in B-stock for $419 and a 770 for $279.
