The new cards are already out.

R9-270X = performance in between a Tahiti 7870 and a 7950, priced in the $200 range

R9-280X = roughly the same as 7970 and in the $300 range

R9-290X = Somewhere between the 780 and a Titan, even beats the Titan in some games. Priced in the $550 range.

7950 prices will not be going down unless you buy used. They were $200 before the new cards were released, and the 270X pricing seems to have driven the prices back up. PC parts generally enter a state of price limbo once they go out of production.
