Why has college basketball changed so much in the last 20 years?

I really haven't watched much college basketball in a long time. But what has caused the game to change so much? Seems like Shaq and Chris Jackson were scoring 120 a game. Now games have scored like 40-45 and so many of the teams don't even start a center. Teams have 4 guards and a forward. Have there been rule changes? Would the offenses of years ago be shut down by, what must be, the better defenses of today?

So the talent has already moved on. Lowering the total talent pool in the college game. Makes sense. What was the rule about leaving early 20 years ago? Or did most everyone play at least 3 years?

Every games winner today scored at least 70. The woes are greatly exaggerated.
