The library board's attorney rejected Spinosa's library infrastructure bond for being an insufficient amount. Since Spinosa personally guaranteed the Perkins Rowe loans, Spinosa will have to declare personal bankruptcy as soon as the Perkins Rowe property collateral is sold in May. That bankruptcy will result in him losing his collateral for securing the Rouzan loans.
