Could be because the person saying it isn't quite sure if the place is regularly rejected or accepted and thus doesn't want to go out on a limb and give their true feelings about a place before knowing what the status quo thinks.

Could also be an easy way to defend a restaurant that someone thinks is good or deserves defending but one which said poster really doesn't know much about.

Could also be a way to contribute to a thread without having to add anything of depth.

That's the point of the quote in the title as well as some of the other examples some folks give regularly in threads asking about restaurants.
