I was wondering the same thing, but for moisture control. I dress my plants with cotton gin waste. The stuff is great but dries out really fast. I was thinking about coming back with some wheat straw over the top.

I use a thick mat of hay on the entire garden.
RICE STRAW HAY - has no grass seed.
It blocks wind for small plants, holds moisture in ground, blocks out grass growth, rots and tills well for next year.
