What makes you think alters are tolerated? Most of the time threads like this one result in a banning. The admins don't catch everything and often aren't aware until it has been brought to their attention. The recent return of GameCockAlum on the MSB is a good example

No they aren't. It's just hard to tell a new user from an alter if the alter spent the time and effort to use a different computer or IP, create a BS email account, etc.
I think they err on the side of not banning new posters.
