The gigabyte GA-X79-UP4 is a motherboard. Probably t. Best one under $300-350.
Seasonic x850 is an 850 watt power supply, the minimum you'll want for two 7950s is 750 watt.
Watercooling that setup will be atleast $600 more. If you have the money I'd go for it.

whats the advantage of the motherboard over the asus one i was going to get?
