the dude with the extremely fat face that looks like he got stung by bees in Tango and Cash. He's the guy at the start that Sly gets to fly out of his windshield during a drug bust and then later fights him during the jail breakout.

ETA- Salacious B. Crumb the laughing monkey-lizard in Jabba's Palace; come to think there were a lot of pretty cool minor henchmen that rolled with Jabba in his glory days
Also speaking of minor henchmen I just noticed on IMDB that Sam Rockwell played the role of "Head Thug" in the first TMNT movie
