Is it normal for out of town strippers to come in and "work" during Mardi Gras? I feel like the regulars wouldn't want to give up the tips they can get during this time.

Yeah they view it as an internship.

Once you've done Mardi Gras in NOLA it is a nice resume booster.

No one charged yet. They know that couple was involved. Evidence isn't quite there yet for an open shut case.
