Just like with inflating the currency, the cost of food going up only affects those who EARN money in the private economy.
The ultimate effect of this spurious policy (egalatarian) is to MELD the Middle Class with the lower earners/slackers. To remove any stigma re 'government handouts'/welfare, by forcing what were formerly INDEPENDENT middle class workers to become so strapped, that they CRAWL to the massah for subsistence. Which the'll get, assuming they *qualify*.
Once those two classes become government dependent...only one class left, to blame their poverty on. And I wouldn't want to be part of that class. 
Ugly stuff. But efficient in accomplishing it's desired end. Social Justice. Forward.
