In your scenario does the US government administer the land in question? If not then your example makes no sense. And many places in the US do require building permits for expansions or new constructions on private land.

But there are three things to remember:
1) The UN, the ICC and every nation in the world, including the U.S., considers the Palestinians to be under an illegal foreign military occupation.
2) If you're not Jewish, it's virtually impossible to get a permit.
3) Many of the homes being bulldozed have existed for decades, and the permit excuse is something new being trumped up by the Israelis to make room for Jewish-only settlements.
