this has nothing to do with all content being inaccessible when disconnected from the internet.

Comparing Steam to Xbox Live is ignorant IMO.
It's a different group of people all together. Someone on PC is most likely going to have high speed. There are tons of more casual players on Xbox that might not have access to high speed net. I know several people like this actually.

The principal difference between Steam's distribution paradigm and the purported distribution modality of the upcoming consoles is that with Steam, your games are tied to your account, not to a specific unit.
I can install and log in to Steam on multiple computers and access my library of games. If the next Xbox mirrors this functionality, then fine. The game, irrespective of whether it was a download or a Blu Ray, should be tied to the user's account, and thus accessible on any console in which the user logs in.

Don't I know it. I live out in the country, and while I can get 'high speed' (well if you call shitty 2.5 Mbps DSL, high speed) earlier this year there was a problem with the lines and I went 3 months with only my phones spotty 3G.
If this turns out to be true I will refuse to buy a 720 and either go PS4 or become a part of the master race.
eta: And I say that as someone who just bought my first playstation ever, a ps3 yesterday, and have had both an XBOX and 360 since they came out.

Yep. The cable access stops 2 miles down the road from my house. And while I can get the DSL, it is the lowest tier. It's horrible.

Steam is just a content delivery service for most games. The games are downloaded to the hard drive of your computer. You can play them without opening steam or being connected to the internet
