I agree with you 100%....she was invited over and wasnt trespassing. Sounds like the adult there was not watching them. Obviously they knew the dog bites or is mean if it was on a chain and not free roaming the yard with the kids...wonder if there were any other accidents like this before with that dog... I would start talking to other neighbors to find out if the dog ever went after them.

I just don't know how much of a claim meaux would have in court since the dog was chained within it's own property

I just dont understand folks like this . If it was my dog and it decided to bite someone for no obvious reason other than just to bite it would be a swift punishment for the animal . Especially kids any dog that is worth a shite usually go out of their way to protect kids

Damn.
When my son was little, my lab nipped at him when he tried to come up behind her and lay on her back. . . never broke skin but left a mark for a few days. His mother just about had a fit about it and demanded we destroy the dog. A dog as big as she was could do some damage if she really wanted to, so I didn't think much of it- she was never a mean dog.
Fast forward a few years, and I get a call from my son's mother saying she was bringing him to the ER after HER dog (not sure of breed, but it was a pint-size dog) bit him in the face. . . His nose was bleeding from a few lacerations, two of which cut all the way through, as well as a couple other lacerations on his face, just under his eye. Had to bring him to a Plastic Surgeon to stitch him up. Fortunately, he recovered well- not afraid of dogs, and while he has scars, they have healed well.
Sorry to hear about your girl; you never want to see your child in pain. But don't beat yourself up about it- you can't foresee everything that will happen and you won't always be there to protect her.

I was wondering what happened when you posted about your ER visit. Glad she wasn't seriously hurt
I was mauled by a chow when I was 7 while eating crawfish. I still love dogs just won't go near chows

only breed that I've ever been attacked by was a Chow and it happened twice to me within 2 years time.
First time was a total surprise.
Second time was with a friend who was trying to help me get over my fear of Chows with his "friendly Chow" when it pounced on me as I walked away back turned to it.

and the owners must have known that the dog is aggressive or else it wouldnt be chained up in the first place

no,there's really nothing she could have really done. When she started defending her dog I just told the people surrounding us to please get her away from me.
As I said,I'm kinda conflicted about the whole thing.It was on a chain but my kid was invited onto the property to play with her kid.
