I already agreed with this, but it still doesn't explain why there has to be a conference member limit to hold a CCG. Unless there is some HUGE advantage/disadvantage this plays into a teams schedule.
I'm personally for more deregulation of college ball.

As I mentioned earlier if you have 12 or more teams, you can't play every one, so having a 1 game playoff to get a conference champ is an option. With 10 teams, you could as the Big 12 does play every one, so it is not necessary.

I don't think you fully understand the concept of deregulation.
It is not the government that passed a law making this requirement, the NCAA which is made up of the member schools and conferences made the rule. They can change it if they like, but they can also keep it.
