the proposal I wrote out is one of several ideas being floated around
ETA: the reason for this part of the proposal would obviously be to dissuade the two sides from playing each other. IE: "You can play them but it may cost you"

That's more cutting off the nose to spite the face...
For example, let's say an inner city New Orleans school was in support of the association staying together. That school needs gate so it wants to play "at" a couple of Catholic League schools every year. Well, now that's less of a possibility.
Private schools that want to "stick it" to the public schools that voted them out will do so anyway. Similarly, public schools that want to "punish" selects by not scheduling them and making them work harder to schedule are going to do so anyway.
