This is the part that makes the least sense to me. West Monroe could schedule De La Salle from California and it would count in their power rankings, but if they schedule De La Salle from New Orleans, it won't?

Why not treat each other just as you would out-of-state schools? That would help with scheduling.

the proposal I wrote out is one of several ideas being floated around

ETA: the reason for this part of the proposal would obviously be to dissuade the two sides from playing each other. IE: "You can play them but it may cost you"
