I don't see a point to limiting the sales or how it could be legal to issue an "order" such as that. What store? Not trying to get your friend in trouble, but I'm sure the ATF can call and confirm this with the store manager. I'm sure the store manager is making policies and placing the blame on the ATF.

Sad how store managers think they need to regulate things. They are like the guy in the "hammer lane" doing 5 mph under the speed limit trying to prevent anyone from "speeding". Saving the world! Epic Fail at the God Syndrome.
