Unless its 30 below its never too cold for normal working dogs to be outside. Chihuahua and such aren't considered normal dogs.
I have a border collie that has never been inside, she's 10 years now. She won't go in her house just sleeps on the porch.

If there is ice on the pond you can bet my big dumb dog will be out there jumping on it and head butting it. I have only put a vest on our dog once, north MS in the mid teens.
