Wish I could remember the name of the guy that was in the news a few years ago for purposely starting from scratch to see if he could make it.
Got through with school then got rid of his cell phone, tv, etc. and started with less than $100. Found a job delivering furniture and lived frugally enough that within 6 months to a year he was able to afford a place to live and an old truck to get around in. All with *gasp!* not a dime of government assistance.

Clearly 1 & 2, but I think we need to add:
#4 - Change the name of the program, as the first word of S.N.A.P is currently "Supplemental". The program was not initially designed to relieve humans of 100% of their responsibility to provide for themselves and their dependents. It was designed as a helping hand. As a boost.
This will not do in the modern, "progressive" view...
